New user to cacti, I have some nix experience but I wanted to go down the route of using a Windows system just for ease.

Cacti - Install from the zip distribution and install in the web root or your choice. Many choose to install into a 'Cacti' sub folder. The Legacy Supported Templates are for earlier versions of Cacti and should not be imported on Cacti 1.x systems!!!! I have tried this on a Windows 10 machine and a Server 2012 R2 VM.
When I installed Cacti on the windows 10 machine, i was able to get to the point of the cacti install web page, unfortuntely the required php plugin modules were not showing up, No matter what i did I was unable to resolve this issue, i followed the github links and checked over the env variables and such.
At that point i decided to move onto a 2k12 R2 VM. I setup the system and dropped cacti on, this time I have been unable to get the MySQL server running as it refuses connections, when trying to run mysqld it began complaining about missing DLLs.
Are there any pre requisites im missing from the 2k12 vm or is there a recommended OS that i need to use?

The problem that I am faced is that cacti is unable to plot graphs. I applied the windows installer 0.8.8h in a PC with windows 10 (by upgrading from native w8 to w10).
Apparently mySql, PHP, SNMP are OK, probably the problem is with RRDtool. I do not know if this is a problem of compatibility with this version of window.
