The Game Genie acted as a physical intercept on the data communication lines between the cart and the system. The Switch on the other hand takes the data from the cartridge, patches from the internal memory and other game data from the internal memory and marries them all at runtime. A Game Genie is a cheating device that patches the ROM of a game to allow for various benefits, challenges, or unused items.
